The focus of this document is to explain the difference between "Rate" and "Room Charge" in the Collection of ReservationRateWithDetail

1. <IsPackage> - this first value defines if the guest is on a package for the date presented.  In RoomKeyPMS, the Package is made of a base Rate Plan plus any inclusions (breakfast, chocolates, movie tickets, etc.)
2. <RateBeforeTax> - this is the Rate plus the inclusions that are part of the package
3. <RoomChargeBeforeTax> - this is the Room Charge portion of the package only
